You can get Dorothy costume on eBay for kids from $10 up and shoes from $5 and adult costumes cost $20 and more.

There are a lot of costumes available at Amazon too at fairly low prices - for instance 20 dollars for Dorothy's child satin dress and hair bow and adult dress from 25 dollars.

But don't forget to buy wig (which is actually not necessary) and red shoes.

Then there is Glinda's costume, you can get kids outfits for 25 dollars, there are dress and crown too in this set.
